Goal

Question 1:

Q1: Why will journal entries post from on line when the mark journals to post option is not selected on their user preferences page?

User does not have Mark Journal(s) to Post option selected in their user preferences, but they are able to post journals from on-line.
It works as expected from batch, when they try to post a journal from batch it doesn't show up from the run control to select, until journal is marked to post from the mark journal to post page.
When user is run on-line journal edit the system is not checking the Mark Journal(s) to Post option from their user preference.,

The system sets the JRNL_PROCESS_REQST flag value of N accordingly, they are unable to pick journal to post from the batch journal post run control page (expected), but they can post from on-line journal post.

Question 2:

Q2: Why would a user be able to post from on line when "marked to post" option is not selected on user preferences but other users can not?

Question 3:

Q3: What if we want to control which users can post from on line?
