E-AS: Enterprise Portal is Connecting Repeatedly to Application Server Which Is Going Down (Doc ID 661907.1)

Symptoms

When logging into Enterprise Portal and clicking twice on links like Portal Administration or Structure and Content. The Application Server goes down and kicks the user out of the Application. The extended HTTP log clearly shows that there are two PSJSESSION cookies, which would cause the problem.
