E-FTP: Unable to upload attachments - No Error, Stuck on Processing, User Kicked Out (Doc ID 662239.1)

Symptoms

Upload a file any where in the application.  The application gets stuck on 'Processing', and the user may be kicked out of the application.

The problem should be replicable in the PeopleTools Test Utilities page (PeopleTools > Utilities > Debug > PeopleTools Test Utilities).
