E-QR: Download Query To Excel throwing "Authorization error - Contact your Security Administrator" (Doc ID 662388.1)

When trying to download the query result to Excel, receive error: "Authorization error - contact your security administrator".

This is affecting all queries and all users. The user permissions have been checked and are correct as per requirements (check the permission list for WEBLIB_QUERY and PTPT1200).

When the error occurs, the address shown in the URL of the error page shows that PeopleSoft is trying to write the Excel file to is a strange location, (ie, in one instance, it is pointing to a Word document on a specific user's personal folder. This folder is on customer's network, but not on the PeopleSoft file server or web server.)
