E-IB/WS:Userid/Password in configuration.properties AND for gateway access fails (Doc ID 663473.1)

Symptoms

Customer  just upgraded to PeopleTools 8.49 from 8.47
Using BEA WebLogic 9.2  from 8.1

1) When the signon screen is brought up the following is seen:
The signon screen shows the message "CHECK APPSERVER LOGS.  THE SITE BOOTED WITH INTERNAL.DEFAULT SETTINGS, BECAUSE OF:  bea.joltApplicationException:  TPESVCFAIL - application level service failure.

In the appsrv.log file:

PSAPPSRV.672 (325) [07/14/08 08:46:32 GetCertificate](3) Error Setting Sign on PeopleCode context for User {V1.1}xxxxxxxxxx==@scc-xxxx: Sign on PeopleCode was not executed
PSAPPSRV.672 (325) [07/14/08 08:46:32 GetCertificate](3) PeopleSoft ID and Password authentication failed. Invalid user {V1.1}xxxxxxxxxxxxx==@scc-xxxx.
PSAPPSRV.672 (325) [07/14/08 08:46:32 GetCertificate](3) Sign on PeopleCode authentication failed for user {V1.1}xxxxxxxxxx==@scc-xxxx..
PSAPPSRV.672 (325) [07/14/08 08:46:32 GetCertificate](1) (NET.502): {V1.1}xxxxxxxxxx==@scc-xxxx is an Invalid User ID, or you typed the wrong password.  User ID and Password are required and case-sensitive.  Make sure you're typing in the correct upper and lower case.  
 over and over.

The configuration.properties file has the PTWEBSERVER userid and password encrypted and that is what is seen in appsrv.log file.

2) When accessing the integrationgateway.properties file through the browser, when the user and password are entered an error occurs:  Invalid gateway user/password (158,171).
