E:REN: REN Server - (Notice) Access denied, no built-in permission found

Symptoms

Customers are getting error in PSRENSRV_MMDD.LOG (Notice) Access denied, no built-in permission found. They also get "Unable to Connect to REN Server" on their PIA page when running a report to Window. Customer has configured the REN Server on the same box as the web server, but still gets this error as they are not using a domain name in their REN Server cluster URL. They were using a DNS alias for their web server, so the REN Server URL was not the same although they were running everything on the same box.
