Symptoms
When attempting to start the WebLogicAdmin or PIA using a Windows Service, you are unable to start the service with a user account. Only the "Local System" Account can start the service.
A pop-up error shows the following message when attempting to start the WebLogicAdmin or PIA Service with a user account:
