E-IB: All Service Operations Stuck in NEW Status After running AppMsgPurgeAll.dms Script

After having run AppMsgPurgeAll.dms script to clear the runtime and archive messaging transactions tables in the database, all messages / service operations triggered later are stuck in NEW status.
Have run AppMsgPurgeAll.dms script to purge all messaging tables.
