 It is allowable to 'go up' a minor tools patch release between passes of the Upgrade, as in an application and tools upgrade or an application-only upgrade.  This is not a situation tested here at Oracle, but it is usually OK to do this.  An example would be:  going from PT8.51.14 to PT8.51.15.
