Proposal Creation Error: Cannot Add a New Employment Instance When Multiple Jobs Allowed Is Disabled (Doc ID 757530.1)

Symptoms

When attempting to open a particular proposal, a message states "No Matching Values" even when the proposal exists. When trying to enter the new proposal with the same proposal id, the following error occurs:

Cannot Add a New Employment Instance When Multiple Jobs Allowed Is Disabled.

STEPS
-----------------------
1. Create a Proposal. Enter a department on the proposal and save the proposal
2. Open a proposal that is created. Grants > Proposals > Maintain proposal. No matching Values message is seen.
3. When try to add the same proposal id "Cannot Add a New Employment Instance When Multiple Jobs Allowed Is Disabled." error message is received.
