E-PORTAL: Workflow E-mail Links Cause Error: "You are not authorized to access this component. (40,20)" Error If Public User Is Enabled (Doc ID 778902.1)

When attempting to use a survey link sent from Enterprise Portal 9 on Tools 8.49, if the user is already logged in, the link works successfully.  However, if the user is not logged in, and the guest user ID is active (and doesn't have security on the page) the following error occurs:

You are not authorized for this page. http://servername.<hostname>.com/psc/TESTEP9/EMPLOYEE/EMPL/c/EPQ_IC_ENFORCER.EO_PE_SV_FILLSVY.GBL?Page=EO_PE_SV_FILLSVY&Action=U&EU_PE_SV_ID=TESTSURVEY

By following these steps the issue can be reproduced:
1. Create Survey via Portal Administration, Survey, Maintain Surveys, Survey Setup
2. User Receiving email via distribution list clicks on the link but is only on the system as the Public Access account; "guest" in  most cases.


Begin using email surveys with URL links embedded in them and also allowing public access on the webprofile.
