For example when attempting to access a Content Reference in Enterprise Portal 9 which points to a component page in Campus Solutions 9 (or other PeopleSoft Content Provider) in a TEST environment, the following error occurs. The page is still accessible directly through Campus Solutions. The page is accessible with the same ID when access directly through Campus Solutions.
"You are not authorized to access this component (40,20).
By following these steps the issue can be reproduced:
1. Login to Enterprise Portal
2. Navigate to the menu item which points to the Content Reference.
Modify a working Content Reference to point to a different component. Most frequently in Enterprise Portal where the Content Reference (CRef) points to a component in a PeopleSoft content provider application
