E-PIA: Error When Using IE "The page cannot be displayed"

When attempting to signon in PIA using Internet Explorer, the following error occurs in browser after 30 (sample) seconds:

"The page cannot be displayed"

The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.

By following these steps the issue can be reproduced:
1. User is getting into PIA signon page
2. User enters a correct userID and password

This is not an issue with other browsers except IE.
