Symptoms
While adding Case User Gets the following error:
"Call Center Defaults Not Found (17831, 5219)"
Replication steps:

1. Navigate to Home > Self Service > Call Center > Support > Add Case
2. Following error is thrown :
"Call Center Defaults Not Found (17831, 5219)"
3. The setup for default Business Unit and display template at user preferences level is already done using
Set Up CRM --> Security --> User Preferences
