E-PORTAL: Using SSO Single Links With Internet Explorer Errors With "Your PeopleSoft Connection Has Expired." When Sign-out Is Not Used

Symptoms
Using IE browser SSO single links from portal cannot be used again when the user doesn't sign-out.
For example, SSO has been implemented between EP and HRMS or between two different PS applications and those single links are working fine but only when accessed the first time or if the sign-out link is used constantly by the users
If a user just closes Internet Explorer without sign-out, when attempting to use again the SSO single links that points to content provider homepage in a new browser (IE) window, the following error occurs:

STEPS

By following these steps the issue can be reproduced:
1. Create Content Reference (CRef) in Enterprise Portal (EP) that opens in a new browser window the content provider home page trough SSO ( attribute for cref is NAVNEWWIN = true and "No Template" is checked). Essentially this is setting up Single Signon and using the delivered "Single Links".
2. Access this link - content provider home page opens in new window.
3. Close all browser windows - do not use sign-out links from Portal or content provider.
4. Open new IE session - signon to Portal and click the single link - error "Your PeopleSoft connection has expired." occurs
This is specific to IE browser and cannot be reproduced in Firefox
