E-COB: Execution Error in PTPSQLRT.gnt Error Code: 114 Attempt to access item beyond bounds of memory (Signal 10)

Symptoms
The site is upgrading PeopleTools from 8.46 to 8.49. A test upgrade is being done on a development environment running Campus Solutions on Solaris 9. The COBOL compiler being used is Server express 5.
When attempting to run any COBOL process, the following error is received: error 114, Attempt to access item beyond bounds of memory (Signal 10).
All COBOL programs have been successfully recompiled. All SQR and AE process run ok.
For PeopleSoft applications, several key/core functionality is provided via COBOL processes. Since currently none of the COBOL processes can be ran, this will impact the ability to use delivered key functionality.

The error can be reproduced by running any COBOL process ( either via the command prompt or via the process scheduler )
