Symptoms

This article/solution applies to :
All PeopleSoft Applications running cobol process on Any UNIX or LINUX platform
Any/All Server Express cobol compiler release


Issue:

The site has a new application server machine and COBOL compiler was reinstalled.
Remote Call Cobol executions are running out of licenses when multiple users are running via the online. e.g On Demand Event Maintenance failed with the following message on the page: COBOL Program PSPBARUN aborted (2,-1) At BENEF_PB_WRK.ODEM_SCHED_ACTY_PB.FieldDefault ODEM_RemoteCall PCPC:335 Statement:4

The log files show the error " No Application Server License Available: 5 system and 0 user license installed 5 in use"

Impact:

For PeopleSoft HCM applications, several core functionality like leave, benefits processing is written in cobol.  For PeopleSoft FSCM applications, several core functionality like journal processing is written in cobol. And when the issue occurs, the user has to wait for a while and try the process again. If all cobol licenses are not used at the time, the process will run. So the impact is basically that the processing is delayed and cobols running to success is not dependable.

The issue can be reproduced by running several ( more than 5 ) cobol processes at the same time/concurrently.
