E-DB2 - Lock Timeout on Tables PSOPRDEFN and PSVERSION

The customer encountered lock timeout issues on tables PSOPRDEFN and PSVERSION. When the lock timeout is detected, clients can't log in to the sysem. Sometimes, the lock will be released safely and the system will be returned to normal. But sometimes, the system will not come back until they restart the application server manually. This cannot be replicated, and happens intermittently.
