Cannot Cancel a Requisition. Message Received "At least one line has been sourced"

Goal
When canceling a requisition the user receives the following error:
ERROR : "At least one line has been sourced. Cannot cancel the requisition (10108,17)"
The requisition has two lines both of those lines were sourced to a purchase order and that purchase order was also canceled .
Steps to recreate the error:
1. Create a simple requisition.
2. Source the Requisition to a Purchase order.
3. Cancel the PO.
4. Display the Req and Cancel the Req.
5. Message received: "At least one line has been sourced. Cannot cancel the requisition (10108,17)"
