E-RD: Distribution Status Is N/A When Using Process Definition Output Destination to a File

Symptoms
Following a PeopleTools upgrade from 8.45 to 8.49, reports go to "N/A" rather than "Posted" when the report output is defined to go to a file in a specific output location, e.g. "\\server\directory\". The problem is reported for any report type.
PSNT Server definition shows:
Maximum Transfer Retries= NULL
Interval for Transfer Attempt= NULL
Transfer System Files to Report Repository= not enabled
Report output files such as *.LOG and *.OUT are not viewable from the Report Manager because the Distribution Status=N/A. The Details > View Log/Trace link is not enabled.
