CRM: Order Goes on Hold with "Credit Card Authorization Failure - Interlink Error"

Order goes on HOLD with the following hold error:
"Credit Card Authorization Failure. Interlink Error. This error is thrown by the credit card interface while processing a transaction."
- The order cannot be overridden and submitted, as the same error occurs again.
Sequence of Events:
- Orders and Quotes > search Orders - create an order or submit and existing order by clicking on the 'Submit' button icon at the top of the order.
- Important that 'Cybersource' is integrated with the application. This setup is done by the lab personnel. Cybersource checks that the credit card on record is valid and working.
- After the order is submitted, it moves to HOLD status and the user goes to 'Holds' tab and sees the reported error: "Credit Card Authorization Failure. Interlink Error. This error is thrown by the credit card interface while processing a transaction."
