Benefit Plan Does not Prepare Even Though Employee is Eligible (Doc ID 812994.1)

Symptoms

Configuration of Benefits plans within a Plan Type uses the same Eligibility ID. The first option in the list repeatedly failed to prepare even though the employee was currently enrolled in that plan and all other options prepared. Additionally, if that option was removed from the program, the next plan in sequence would fail to prepare. Running the BenAdmin Eligibility Debugger failed to produce any insight as the rule result itself was Eligible as it should have been.
