E-RD: Reports to EMAIL go to Error with "Failed to connect to the SMTP server" (Doc ID 816073.1)

Symptoms

1) ENVIRONMENT:
PT8.49.09
Tuxedo 9.1
Webserver OAS 10.1.3.1
Database: 10g 10.2.0.4
HTTP protocol
SMTP CONFIGURATIONS:
SMTPServer=localhost
SMTPPort=25
SMTPServer1=
SMTPPort1=0
SMTPSender=PeopleSoftSupport@<DOMAIN_NAME>
SMTPSourceMachine=host1.<DOMAIN_NAME>
SMTPCharacterSet=UTF-8
SMTPEncodingDLL=
SMTPTrace=0
SMTPSendTime=0
mail server on host2.<DOMAIN_NAME>
linux with web server on host3.<DOMAIN_NAME>
PSNT on host1.<DOMAIN_NAME>

2) ISSUE:
2.1) All processes are running on scheduler on host1.<DOMAIN_NAME>
2.2) Process Scheduler configuration file psprcs.cfg configured thusly for SMTP:
SMTPServer=localhost
2.3) When output is set to EMAIL output destination, processes run to Error. The error in the message log is: "Failed to connect to the SMTP server"
2.4) When troubleshooting by configuring SMTPTrace=1 with LogFence=5, NO SMTP mail log is created under the PS_HOME\APPSERV\PRCS\<domain>\LOGS

3) IMPACT:
Reports are not able to be sent to email addresses and hence go to processing status = error.

ERROR

"Failed to connect to the SMTP server" appearing in message log.

STEPS TO REPLICATE
-------------------------
1) Login and navigate to System Process Requests page.
2) Submit XRFWIN Crystal to EMAIL/PDF.
3) Report goes to Success/Not Posted with error "Failed to connect to the SMTP server" in message log.
