E-REN: REN Server Ping Test Fails with Message "Unable to connect to server"

Symptoms
When attempting a REN server ping test, you receive message "Unable to connect to server".
No messages are logged to the REN server log (PSRENSRV_MMDD.log) even if debugging is enabled.
If you've configured a reverse proxy server (RPS) in front of the REN server, you may see a "HTTP 503" status code returned during the ping test. This is logged to the http log if you've enabled http access logging:
Sequence of events:
---------------------
1. Navigate to PeopleTools-> REN Server Configuration ->REN Server Cluster.
2. Select your REN cluster
3. Click the button to run the ping test
4. Error "Unable to connect to server" is returned instead of the REN Server ping page.
