E-COB: COBOL Compile Error "Load error : file 'check' error code: 173 Called program file not found in drive/directory"

COBOL Compiler: Micro Focus Server Express V4.0 revision 000 Compiler
Operating System Solaris-8-sparc, Version 5.9 64-bit
The site is configuring a new server to host and HCM 9 PeopleSoft environment. PeopleSoft application has been installed. COBOL compiler has been installed as well.
When running the pscbl.mak script to compile all COBOL programs, the script fails with:
Load error : file 'check'
error code: 173, pc=0, call=1, seg=0
173 Called program file not found in drive/directory
SQR and AE processes are not impacted.
PeopleSoft HCM applications delivers several core functionality like Payroll, benefits and leave processing via COBOL processes. Without compiling COBOL programs, none of the COBOL processes can be run. So this will have a major impact on the application functionality and usability. But since the environment is a dev/test environment the impact is localized to this environment and production is not affected.
The issue can be reproduced by running pscbl.mak script to compile any /ALL COBOL programs
