E-RD: "You are not Authorized..." When Retrieving Email Web Report with Allow Public Access Enabled

In the problem environment, when clicking on emailed report links, an authentication error "You are not authorized" is received refusing access to the file unless there is an active login session by the named User Profile
When the User Profile does not already have an authenticated session, the connection is refused. When the connection is refused, the output file cannot be viewed by the direct means. As a workaround, the output file would need to be viewed from a Report Manager login session.
"You are not authorized for this page."
"You are not authorized to access this component".
1) User Profile logs in and keeps login
2) User Profile clicks on report link from email and goes to the report without error
3) User Profile logs out
4) User Profile clicks on report link from email and receives error "You are not authorized to access this component."
