Symptoms

Intermittently processes remain in posting status from Windows scheduler only.

The distribution agent throws a java connection error:

"Java exception thrown: java.net.ConnectException: Connection timed out: connect"

Leading to a blocking condition within Tuxedo because of scheduler configuration parameters.
Posting efforts then cease.
Other schedulers do not have the same issue.

The impact of processes remaining in Posting status is that the output cannot be read by users because the reports are not in Posted status, the links are not visible.

ERRORS:

1) DSTAGNT_0430.LOG
Many instances of:

"Java exception thrown: java.net.ConnectException: Connection timed out: connect"

Many instances of:

"The service PostReport could not be sent because of a blocking condition within Tuxedo on the client."

2) SCHDLR_mmdd.LOG
Many instances of:

"The service PostReport could not be sent because of a blocking condition within Tuxedo on the client."

This issue can be reproduced by the following steps:
1) Submit multiple processes to the PSNT scheduler.
2) Intermittently the process scheduler distribution server times out trying to make a connection.
3) This leads to a Tuxedo Blocking Condition.
4) Posting activity ceases.
5) Processes remain in Posting status.
