E-FLO: Application Engine using File Layout Generates Output which Reflects Incorrect Decimal Separator in Monetary Amount, when Run by French User (Doc ID 841277.1)

Symptoms

This issue relates to the use of File Layout(FLO) in an Application Engine(AE) program which exports data into a flat file. However, the same type of issue can be seen with any other function that use regional setting, e.g. NumberToDisplayString()

The requirement, in this situation, is that the Decimal Separator be a comma (,) which is customary in France. The issue is the Decimal Separator is showing as decimal (.) instead.

The output generated is not correct it does not reflect the French standard, and therefore makes resulting output unusable.

When attempting to export data with monetary values using File Layout and Application Engine running in batch the following occurs...

Expectation is data output for monetary value to have comma for decimal separator.

The actual behavior is that the data output for monetary values have dot for decimal separator.
