GP: Error 17005, 000483 Occurs When Forecasting for a Finalized Calendar

When leave is forecast for a period which has already been finalized the following error is displayed:
No Events to Forecast. The Event End Date %1, is < Forecast Begin Date %2
No Events to Forecast. The Event End Date is less than the Forecast Begin Date. For Absence Forecasting the event end date is equal to the maximum end date of the employee's absence events. For absence balance forecasting the event end date is equal to the "as of date". The Forecast Begin Date is either the Period End Date of the last finalized Calendar + 1 day or the minimum effective date of the Retro Triggers for the employee.
This error is a result of a patch for incident <BUG 11450571> which was delivered in Global Payroll 9.0 Bundle #9 <UPDATE 765610>
