Symptoms
When GM_GMFACS is processed, it generated WFA and OFA but not SFA rows
EXPECTED BEHAVIOR

Appropriate 'SFA' rows should be created
STEPS
-----------------------
By following these steps the issue can be reproduced:
1. Generate an award for a proposal associated with F&A and Pricing set up which will generate SFA rows
2. Create transactions for the associated Project
3. Run GM_GMFACS process
