E-COB: Cobol Remote Calls Fail Intermittently Depending on the Number of Application Server Domains Started. (Doc ID 865790.1)

Sample Environment:
Tools 8.49.06,
HRMS 8.9 SP1,
NetExpress 4.0
Windows 2003 Enterprise R2 SP2
All non-production HCM environments which includes dev, test, sand, etc.

The windows machine hosts eight non-production HCM environments. Only cobol runtime is installed on the server, not the compiler. Online checks and Remote Call test button also failing intermittently.

The remote call sometime works in one/some environments. When an application (appserv) server domain is shut down for one of the environments, Remote Call will then work in another database/environment.

The current issue with remote calls is causing inconvenience as the remote call only works when the appserv domain for one of the test or dev environments is shutdown. 
The site would like to be able to run remote call at any time for any environment without having to bring down one of the appserv domains.


The following error is received on the PeopleSoft application page:
"COBOL program PTPNTEST aborted ( 2,-1) FUNCLIB_UTIL.RC_TEST_PB.FieldChange PCPC : 2143 Statement: 26"

The issue can be reproduced after starting an additional appserv domain for one of the environments on the machine and running remote call test
