ORA-00001: Unique Constraint (SYSADM.PS_GP_PIN) Error While Applying Rule Package (Doc ID 871853.1)

Symptoms

While applying rule package the system throws ORA-00001: unique constraint (SYSADM.PS_GP_PIN) error at Step GP_PKG_COPY.PKGCPY50.Step02 (SQL).

Stmt #: 1603 Error Position: 0 Return: 805 - ORA-00001: unique constraint (PSHRADMN.PS_GP_PIN) violated
Failed SQL stmt:UPDATE PS_GP_PIN SET PIN_NUM = 10019 , PIN_PARENT_NUM = 10014 WHERE PIN_NUM = 82245 + 50000000

STEPS
-----------------------
By following these steps the issue can be reproduced:
1. Setup HRMS > Product Related > Global Payroll & Absence Management > Elements > Manage Global Payroll Packages - Apply Rule Package
2. Select the rule package id.
3. Select Compare + Upgrade options and click on Process
4. Above error is noticed.

BUSINESS IMPACT
-----------------------
Unable to apply maintenance to SYS database. This will result in delays in building development environments, and testing the global payroll process for the implemented country extensions.
