FSCM 9.0 environment, where Approval Framework objects are delivered with PeopleTools.

It has been detected in multiple occasions that several Integration Broker Messages for the EX_APPROVAL Service Operations will go to DONE/Success status in both their Message Details and Subscription Contracts, but Error Messages exist within.

In all instances, the Integration Broker Message corresponds to an Expense Report transaction being submitted or resubmitted for approval and is now stuck in 'Submission In Process' status (PS_EX_SHEET_HDR.SHEET_STATUS = 'SFA').

The issue can be reproduced with the following steps:

1. With high use of Workflow processing in environment.
2. Create Expense Report, submit for approval.
3. Observe status in Integration Broker on Message. Working then Done.
4. Observe Expense status of '€˜Submission In Process'€™ status (SFA)
