EAP: Getting 'More than one data record in scroll (15,22)' Error on Add New mode of several pages in the applciation

Symptoms
After upgrading to PT 8.49 and application to 9.0, when attempting to open some pages in the application in the Add New mode, the following error occurs.ERROR

"More than one data record in scroll -- make fields from non-primary record related display:
VAT_FIELDS_WRK.DESCR60. (15,22)
A scroll bar can only contain data from one data record. You may access other records within the scroll, provided that they are related display fields. (Related display fields will not be updated as part of Save processing.) To correct this problem, reorder the fields so multiple records are not under one scroll, or, if multiple records are required under a scroll, make fields from records other than the primary one non-updatable related display fields."
STEPS

Access the Add a New Value page trying to add a new transaction in any of the below pages:
1. General Ledger > Journals > Journal Entry > Create/Update Journal Entries
2. Accounts Payable > Vouchers > Add/Update > Regular Entry
3. Purchasing > Purchase Orders > Add/Update POs
