Symptoms
When attempting to save a requisition, the following error occurs.

Steps to recreate the issue:
1. Project Costing is not Selected on the Installation Options page.
2. Chartfield Edit = Reject at the PO Business Unit
3. Create a requisition. Use a Project Chartfield without a PC BU on the Distribution. Save.
