E-WF: Email Sent From PeopleSoft To External Email Addresses Results in "SMTP sendMail failed" (80,2) Error & '550 5.7.1 Unable to relay'

Email sent from PeopleSoft to external email addresses result in error.
SMTP sendMail failed (server <some_mail_server>:25). Cannot send email to somebody@<some_domain>. (80.2)
An error occurred during the SMTP session. Verify that the SMTPSender is a valid e-mail address (e.g. someone@<some_domain>). In addition, verify that the recipients of the e-mail have valid E-mail addresses.
The issue can be reproduced with the following steps:
1. Set SMTPTrace=1, LogFence=5 for Application Server and bounce.
2. Login and Navigate to any Notify Button in PIA.
3. Enter non internal Email Address as the TO Recipient
4. Observe popup error as well as the SMTP.log shows not successful email, and APPSRV_MMDD.log shows "Unable to Relay"
