E-IB: Troubleshooting "Unable to find a Routing ..." Error on Accessing PeopleSoft XSD or WSDL in a Web Browser (Doc ID 973380.1)

Purpose

A PeopleSoft system allows viewing in a web browser the XSD (message schemas) and WSDL (web service descriptions) that it is hosting via correspondent access URLs in path format like the following:

http://host:port/PSIGW/PeopleSoftServiceListeningConnector/name.version.xsd

http://host:port/PSIGW/PeopleSoftServiceListeningConnector/name.version.wsdl

Sometimes when using such a URL in a browser to access XSD or WSDL, instead of the schema or WSDL  a SOAP Fault response is returned that contains the following error text:
