Symptoms
Find Employees with Flexible Spending Accounts had a deduction taken on their accounts for the last pay in 2009 even when they had already met their Annual Pledge.
STEPS

The issue can be reproduced at will with the following steps:
1. Run a payroll for the end of the Plan Year when the Annual Pledge has been met in YTD deductions.
2. Review paycheck for FSA deductions.
