OBIEE 11g: Error: "Error: Access denied for user to path /users/<username>" When Clicking On My Reports (Doc ID 1399996.1)

Symptoms

In OBIEE 11g, you cannot see any saved reports.  If you click on My Reports, you get the following error:

Error: Access denied for user to path /users/<username>

Where <username> represents the id with which you log in OBIEE.
