UPGRADE: Cannot Start Repository Merge after executing "Migrate ICL Objects to Standard." step (Doc ID 1054693.1)

After executing "Migrate ICL Objects to Standard" (ICL) step in upgrep environment on the Prior Customer Repository, the repository merge step will not execute.  It keeps prompting to run the ICL step again and again, even though the ICL step completes successfully.  Repository merge cannot continue.
