"Server Busy" displayed after attempting to connect a downed Siebel Server machine.

Symptoms

Customer has 2 Siebel Servers on Solaris, which are load balanced by using Siebel Native Load Balancer. Web Server is on Solaris, too.

When attempting to connect a Siebel Server machine on Solaris which is down such as power problem, "Server Busy" message is displayed.

Customer would like to display the Siebel Login page correctly even if a Siebel Server is down.

Customer's env
* Siebel Servers (8.0.0.6) on Solaris 10 x 2 machine.
* Gtateway Server on Solaris 10.
* Sun Java System Web Server (6.1) on Solaris 10.

Reproduce Procedure
* Start Gateway Server, 2 Siebel Servers and Web Server.
* Launch 2 IE browsers and enter the URL into Siebel Login Page each.
=> You will see the Siebel Login Page for each IEs correctly.

* Close the IEs.
* Powered down a Siebel Server machine.
* Launch 2 IE browsers and enter the URL into Siebel Login Page each.
=> You will see "Server Busy" message for one IE. And you will see the Siebel Login Page for another IE.
