Parallel Siebel development for Siebel 8.1 using Terminal Server -one tools / multiple local encrypted databases

Not able to use Siebel 8.1 Tools on Terminal server with parallel developers.
There is only one Siebel Tools 8.1 installation on Terminal server machine. There are different DBFs and respective CGFs created for different developers. We have different mwc_storage.cfg files in the BIN folder for each developer. However we are not able to access those at the same as we understand Siebel refers to one mwc_storage.cfg at a time. Is there any way where we can mention which mwc_storage.cfg should be used, something similar to how we specify the dbf name in the tools.cfg file?
