Assignment Manager Times Out and Terminates with Errors ( SBL-SRB-00061)(SBL-BPR-00162) (Doc ID 1085215.1)

Symptoms

While invoking Assignment Manager component from Siebel workflow using synchronous 'Server Request', Assignment Manager failure and errors in Server Request Broker logs were encountered

The issue / error message still happened even after the enterprise restart/reboot.
This issue had caused Leads exceptions whenever the Assignment Manager job was ran  with a couple of hundred records to over a thousand. The issue had been intermittent and not reproducible in any other environments.
