8.1 List Import: WfProcMgr Fails with "SBL-GEN-00000: Unable to load message 0xffff" and Zero Byte Log Files are Created

Symptoms
The reported problem is that once or twice a day the WfProcMgr tasks will begin to fail with the following error:
ObjMgrBusCompLog Error 1 000000544bcf37ba:0 2010-04-22 09:27:17 (bcfile.cpp (1619)) SBL-GEN-00000: Unable to load message 0xffff

The workflow process manager is being used to load lists and to execute campaigns. The problem was reported to occur during the execution of the workflow process named Mktg Main Import Process
this error is also seen:
ObjMgrLog Error 1 000000534bcf37ba:0 2010-04-22 09:27:53 (bcfile.cpp (7127)) SBL-SVC-00185: Error occurred while deleting file 'Error occurred while deleting file '/app1/siebel/8.1.0/siebsrvr03/siebsrvr/temp/<Rowid><xxxx>.txt'.'.
In addition, the WfProcMgr creates log files that are zero bytes in size.
