Picklists Values not Displayed Correctly on Multi-Language and Multi-Server Environment (Doc ID 1114575.1)

Symptoms

MLOV's in a multi-server and multi-language environment are not displaying correctly.

Several issues with picklists are being faced:
- Values displayed on incorrect languages for already saved records
- Picklists displaying all of the MLOV records of a particular type
- Picklists displaying the correct language, but when one record of the pick is selected, the value is automatically translated to the incorrect value.

The expected behavior is that the MLOV's display correctly according to the language that the application is run in and LOV cache should not need to be cleared to resolve the issue
