Siebel Gateway Server status is "Service Process is not running" (Doc ID 1124743.1)

Symptoms

On : 8.1.1.1 version, When attempting to start the Siebel Gateway Server,
the following error occurs.

ERROR

"Service Process is not running"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start the Siebel Gateway: start_ns
2. Check that the Siebel Gateway is running: list_ns

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the Siebel Gateway is not running and the system cannot go into production.
