When one sends an email using F9 [File > Send Email] Microsoft Outlook Integration it is not processed via the Siebel Server and Communication Outbound Manager server component; the job is not queued on the Server Jobs [Server Component Requests] queue [S_SRM_REQUEST], rather the message is passed directly from the Siebel Web Client to the Microsoft Outlook client installed on the user's PC for editing and transmission. This document describes how to configure this feature.
