Improving Assignment Manager's Performance Through Dynamic Candidate

The customer is assigning cases using assignment object 'PUB Case', which is position-based assignment.
They have 5000 positions, out of which only 2000 positions are eligible for assignments (i.e., they have skills defined for them).
They have 2 common rules that will run for for every case assignment and, based on the criteria, it will evaluate each of the 5000 positions. It would not need to evaluate all 5000 positions. However, using the 'From Rule' would mean that all eligible positions would have to be defined within the assignment rule (i.e., in the customer's case, 2000 positions would have to be defined in the rule), which is not feasible considering that their position structure is dynamic.
=> Issue: How to ensure that only positions with assignment skills are pooled by assignment manager.
This would definitely increase the performance.
