The customer was receiving the following error message when navigating to the Administration-Business Rule Screen:
"Unable to create the Business Service 'Business Rule Service'(SBL-DAT-00227)"
This is a known issue. Please see the following document for additional information on this error:

CR#10565437 - UNABLE TO ACTIVATE THE KNOWLEDGE BASE ON THE ADMINISTRATION-BUSINESS RULE SCREEN
As noted in the above document (Doc ID 828074.1) a patch needs to be installed to address this behavior. However, the instructions on how to install the patch are not very clear.
The purpose of this document is to provide instructions on how to install patch V15464-01.
Patch : V15464-01 is available from eDelivery.
The customer would like to know where to apply the patch on the client and server.
