A) While testing/customizing Siebel Handheld Service 188.8.131.52 application, it was observed that Start Time field (and any other similar) having Pre-default set to 'System: Timestamp' was incorrectly populated - i.e. shifted like belonging to a different Time Zone:
Detailed PDA siebel_log.txt files (- obtained after setting parameters DefaultLogLevel = 4 and
TXNErrorLevel = 4 in setup.ini or registry) were showing a 4 hrs gap (may differ for other Time Zones) consistent during entire application usage - i.e. an action performed right upon Siebel Handheld (HH) application starting-up:

B) Also, in an IP2015 / 15.x implementation, it was also noticed that similar behavior was reported on certain date-timestamp fields - i.e. in BusComp BC "In Store Visit" or "In Store Activity" - for the 'Planned' field - having as PRE_DEFAULT_VALUE = Field: 'Created' - values saved on those fields were not similar to PDA clock / Time Zone.
As per <Note 533431.1> , was suggested to ensure that HH environment had setup consistently for given timezone - e.g. "(GMT-05:00) Eastern Time (US & Canada)" there are 3 places to check:
1- the PDA user has set in the Siebel Web/Dedicated client (connected to Server) under View > User Preferences > Profile the correct time zone - i.e. [GMT-5]
2- on server - in Administration - Application > System Preferences, set Default Time Zone to same time zone [GMT-5]
3- set/check PDA system clock - Start > Settings > Clock & Alarms > Time to same [GMT-5] time zone and ensure that time is matching the server time.
(when using MS ActiveSync and PDA has partnership established , PDA clock would be synchronized on every cradling to that of the connected PC).
